What is the name of this book? (Gifts?)?

A long time ago I read a book… I think it was called “Gifts.” But now that I'm looking for it again, it seems that it has vanished completely. Do you know this book? Can you find it?

Ideally, it was about some kind of family clan where any member of this family possesses a gift (or power) unique to just this family… the main character was a guy, and I think his family's power was something about using their eyes to reverse time on a living thing – like they could kill a rat by staring at it and making it die by rebirth or something like that. And I remember a short tale in the book where someone in the family lost his power by using it on himself (through a mirror), and making himself blind.
